What happens when a tank wagon is damaged?

A colleague in the United States is looking at the issues involved with release of toxic materials from railway tank cars. What happens when a tank car is derailed, damaged or sabotaged? How do you minimise the dangers?

Does anyone know of work being done on this issue, please?
